Definition

Application Development is the development of new applications which may be mainframe, server, network-based, web-based or a combination and may require interfaces to existing applications. Application Maintenance and Support includes troubleshooting, modifying, maintaining, improving security, and enhancing legacy systems and applications which may be running in a production environment

Example

Examples of services include web application development, mobile application development, and service-oriented architecture (SOA); conducting research, analysis, and requirements gathering; designing, programming, testing, documenting, implementing, and maintaining applications; modifying reports and ensuring their accurate execution; making changes to the software language and/or database in which the application is developed; providing production support, including issue resolution and required software updates; and participating in disaster recovery planning and documentation. Services may be required on a 24/7 basis or through on-call support.

Definition

Technology upgrades, migrations, and transformations may involve converting or migrating legacy applications to newer technologies, with or without adding new business functionality. These services may also include introducing new technologies into the enterprise environment and managing the organizational and technical changes resulting from their implementation.

Example

Transformation may include assessments of the current application portfolio, evaluation of technology assets prior to initiating the technology transformation, and Business Case development to justify the initiative. The transformation journey may also encompass planning, analysis, requirements development, proof of concept, deployment, implementation, integration, remediation, data migration, documentation, application programming and support services, and training support. Additionally, the transformation initiative may include the establishment of return on investment (ROI), benchmarks, and milestones to measure progress and success.

Definition

ERP is an amalgamation of an organization’s information systems designed to automate and integrate a variety of functions, commonly referred to as “back office”, including financials, human resources and asset management. These systems are usually modularized and generally highly configurable.

Example

Examples of services include planning and assessment, requirements development, business process reengineering (BPR), implementation and conversion services, application programming and support services, database administration, system software administration and support, functional support, and training support.

Definition

BI enables an organization to perform in-depth analysis and includes, where required, data mining of detailed business data providing real and significant information to business users. BI may include an integrated group of operational and decision support applications and databases. BI makes use of tools designed to easily access data warehouse data. A data warehouse collects, organizes and makes data available for the purpose of analysis and gives organizations the ability to access and analyze information about its business. The function of the data warehouse is to consolidate and reconcile information from across disparate business units and IT systems and provide a context for reporting and analysis.

Definition

IT Assessments and Planning may include IT effectiveness, maturity, governance, enterprise architecture, strategic planning, mission and vision development, goals, objectives, strategy development, staff knowledge, skills and capability assessments, bandwidth and time studies, succession planning, organization change management, cloud assessments, and network performance assessments. These services may also include the development of actionable strategic and tactical plans and roadmaps, as well as independent verification and validation (IV&V) to assess compliance with requirements and provide independent oversight of software or systems development life cycle (SDLC) processes and specifications.

Example

Examples of services include validation of software design to ensure it meets system needs and requirements; verification of the traceability of safety-critical requirements; analysis of the design of selected critical algorithms; code analysis of mission-critical software components; and independent oversight and assessment of systems development life cycle (SDLC) processes, including issue and risk management, requirements analysis, testing, data conversion, and related activities.

Definition

Project and Program management services include any or all the project management processes identified by the Project Management Institute (PMI) as published in the most recent edition of the PMBOK® Guide, including practice guides such as Agile and Managing Change in Organizations.

Example

Examples of included services include utilizing the Customer’s tools and processes, using commercially available offthe-shelf tools, using Contract Holder’s own proprietary tools and processes to manage a project, and using the Texas Project Delivery Framework. DIR Ordering Process and Placing Orders

Step 1 : Customers must complete a Statement of Work (SOW). The templates for each category list above can be found here:

Step 2 : Use the Statement of Work template above and include the minimum suggested items such as

5. Pricing

Step 3 : Customers should ensure the Statement of Work (SOW) complies with all applicable procurement guidelines, organizational policies, and contract requirements. Where required, the SOW should be submitted for review and approval during both draft and final stages before proceeding to vendor engagement.

Step 4 : Vendors provide a written response

Step 5 : Customers should negotiate pricing of deliverables directly with vendor.

Step 6 :  Customers and vendors may work together to improve the SOW.

Step 7 :  Customers may negotiate the terms and conditions of a SOW to suit their business needs, as long as the SOW terms and conditions do not conflict with or weaken the terms of the contract.

Step 8 :  Customer issues a purchase order (PO) with contract number DIR-CPO-6223 on the PO, based on the negotiated specifications in accordance with the SOW, and Vendor begins work upon receipt of PO. Vendor will then invoice Customer.
